Open Government At City Hall

Hard to say which is easier. Getting information out of Ottawa City Hall or pulling out your molars with a pair of pliers? You decide.

Here is the tale of the tape on trying to discover if professional sports teams pay rent at Lansdowne.

Sorry, you’ll have to read from the bottom up to understand the email exchange. The first message is at the bottom and emails in order go from bottom to top;

I think I’ll write on what i have. Thank you.

City of Ottawa – Media Relations

Hi Ken,

As you are aware, the Lansdowne Partnership Plan (LPP) is based on a closed financial system and is quite complex. We need more information about what you are interested in discussing in order to determine which department would be best suited to provide you with the level of detail you are looking for.

Thank you,

Jessica

Jessica:

Any chance you could find that person because I think the public has a right to know?

I’d hate to have to write that the communications department could not find anyone at city hall to do a proper interview to improve our understanding of the Lansdowne waterfall.

I believe our mayor brags about how open city hall is … perhaps this is a chance to prove it.

cheers

Sorry Ken, I don’t know who the best person would be to answer your questions.

Hi Ken,

After speaking with my colleagues, it appears your inquiry may be best responded to by the Finance department. Would you be able to please send us your questions? This will help me identify the appropriate person to respond to your inquiry.

Best,

“The question is not consistent with the business model that was followed for the revitalization of Lansdowne Park. The agreements between The Ottawa Sports Entertainment Group and the City are not based on simple lease arrangements. They are based on a closed financial system with distribution of Net Cash Flows to each partner based on a waterfall of priorities structure.” – attributed to Geoff Cantello, Senior Legal Counsel

Good morning Ken,

Thank you for your voicemail. We would like to confirm that you would like the following information:

Annual amounts of rent paid by OSEG for TD Place and Lansdowne. The amount, in annual increments, of rent paid by the Ottawa 67s, Redblacks and Ottawa Fury.

Can you also please confirm your deadline?

Thank you,

Jessica

  1. Ken,
You need to stick to the molars and a sterilized pair of pliers. But for God sake don’t ask Ottawa Communication for information on how to pull them out.

  2. Ken:

Reading from the bottom up was no so bad at all, but trying to understand what the city is trying to say or trying not to say was the difficult part. Wow …

  3. Did you try asking the inquiry department the question of to whom should I send my query?
Reply would be why are you asking the inquiry department? You first need to know whom in the inquiry department to send you query to?
Does this make sense? About as much as the reply you got from Ottawa.

  4. Seems to be alot of information missing in this thread. It of course doesn’t make any sense considering there were many phone calls in between.

I will mention though that if anyone sent me a deadline of ”right now”, in those exact words, I know that my answer wouldn’t be full of rainbows. Getting you an answer would 100 per cent not be my first priority.

    1. Thank you for this Jennifer.

We have had the discussion about when is The Bulldog’s deadline many times with media relations.

I can put something on the web in seconds. So this is not being snarky. It’s the truth and they know that. Welcome to journalism. On the web, the deadline is always right now. It’s pretty fast in news coverage these days.

And there is very little, if any, information missing. Perhaps you have this information so I can add it.

How do you know something is missing when you haven’t seen it?

What I can tell you is this is an accurate trail of the emails. And frankly I don’t recall phone calls but there may have been one. I’m not perfect. I know I left a voice mail.

And while we’re talking Jennifer, would you say the city was forthcoming with information?

Just in case you are unaware, that is their job and open government should be their goal rather than no information and obfuscation.

Remember that we are paying royally for this exchange of information. Or rather the one-way flow of information.

And you will notice that they failed to provide any worthwhile information. Or rather, almost no information. Why have a media department when can’t do something simple like this?

And it is our government. Not theirs.

      cheers

      kgray
