Potential Civic Sites Announced




This is a release from the National Capital Commission:

The National Capital Commission (NCC) announced the list of potential federal sites for the new Civic Campus of The Ottawa Hospital, as well as a series of draft criteria upon which each site will be assessed.

As part of this process, the NCC is consulting public sector partners, stakeholders as well as the general public on the potential federal sites and draft selection criteria.

Public Consultations

The NCC will be gathering the public’s feedback on the potential federal sites and draft selection criteria used to assess the sites with:

·         An open house and presentations on September 22, 2016, at the Canadian War Museum

–          3 pm–9:30 pm—Open house

–          7 pm–8:30 pm—Presentations and Q&A session

·         An online survey, available on the NCC’s website from September 22 to October 6, 2016

Potential Federal Sites

Below are the 12 potential federal sites for the new Civic Campus of The Ottawa Hospital that will be part of the review process.

1.      Tunney’s Pasture – Scott Street

2.      Lincoln Fields – Pinecrest Creek

3.      West Hunt Club Road (north) – Highway 416

4.      West Hunt Club Road (south) – Highway 416

5.      Woodroffe Avenue – West Hunt Club Road

6.      Merivale Road /Woodroffe Avenue corridor

7.      Central Experimental Farm – Baseline Road – Merivale Road

8.      Existing Ottawa Hospital – Civic Campus

9.      Central Experimental Farm – Carling Avenue (west)

10.  Central Experimental Farm – Carling Avenue (central)

11.  Central Experimental Farm – Carling Avenue (east)

12.  Booth Street complex

Draft Selection Criteria

The draft selection criteria, categorized under three themes, were developed following stakeholder and partner consultations and reflect the requirements provided by The Ottawa Hospital. The 12 sites will be assessed based on the following draft criteria:

Functional and Operational

·         Size of site supports hospital’s functional needs

·         Site is within the urban area and close to amenities

·         Site is configured to permit flexibility for location of facilities

·         Optimal distance from other hospitals

·         Emergency access to arterial roads, major highways and air ambulance

·         Scope of constructability issues, such as soil conditions and potential demolitions

·         Proximity and synergies with complementary functions,  health services and academic institutions

Capital Interests

·         Compatibility with existing federal plans, including the Plan for Canada’s Capital and related land use plans

·         Impact on cultural resources, such as UNESCO World Heritage sites, national historic sites, designated buildings and archaeological sites

·         Impact on existing federal government facilities and functions, including displacement and fragmentation of office or research functions

·         Cost implications for the federal government related to land value, demolition and relocation of facilities

·         Impact on protected and important views in the Capital

·         Impact on the natural environment, including valued ecosystems, species at risk and ecological corridors

·         Impact on publicly used Capital green spaces and recreational pathways

Regional and Local Interests

·         Compatibility with the municipal plans of the City of Ottawa

·         City building: Integration with the character of existing communities

·         Integration with the transportation network, including access for vehicles, pedestrians and cyclists

·         Integration with the public transit network

·         Availability of municipal infrastructure and utilities

·         Impact on agricultural lands

·         Preparedness and responsiveness to major emergencies, including number of access points

The NCC board of directors will be presented with the results of the site review process at its public meeting on November 23, 2016. The NCC’s recommendation will then be submitted to the minister of Canadian Heritage for the government’s decision.

Quick Facts


The Ottawa Hospital is a vital institution in Canada’s Capital Region which provides health care services to Eastern Ontario, Western Quebec and Nunavut. The hospital also undertakes nationally important medical education and research, and is the third-largest employer in the region.


A joint subcommittee of the NCC’s board of directors and its Advisory Committee on Planning Design and Realty (ACPDR) is overseeing the site review process. The subcommittee is composed of the following members:

·         Dr. Mark Kristmanson (NCC Board of Directors)

·         Michael Pankiw (NCC Board of Directors)

·         Kay Stanley (NCC Board of Directors)

·         Vivian Manasc (ACPDR)

·         Anne McIlroy (ACPDR)

·         Julian Smith (ACPDR)

The role of the NCC in this review rests under section 11 of the National Capital Act, which mandates the NCC to coordinate the development of federal lands in Canada’s Capital Region in accordance with federal plans.

In a letter dated May 20, 2016, the Honourable Melanie Joly, Minister of Canadian Heritage, asked the NCC to conduct a review of the potential sites selected by The Ottawa Hospital, and to provide a recommendation, as well as justification for the NCC’s preferred site.

  1. The best location would be the first one proposed, across from the current Civic Hospital. Much further East or West will not sufficiently serve the needs of our City.

    Lincoln Fields is too close to the QCH to be a logical choice, does not have easy access to the Queensway, has no potential for a helicopter pad. Tunney’s Pasture could accommodate a copter pad but is not readily accessible to the Queensway.

    At the rate that this is all going, the Civic will fall down before a decision is ever made.

    1. “… not readily accessible to Queensway”. Really? It is only about 150m farther up Holland to Scott from the Queensway than down it to Carling. No potential for a helipad? Are you not aware that the plan for any new building is to have the helipad on the roof? So every location is helipad compliant. I won’t argue against directly across the street as probably being the best, but would not a compromise of 95% of the best be acceptable if it removes resistance? I would support less Farm land being used, with the experiments on Field 1 not being impacted.


  2. The best choice is to build on the present site of the Civic Hospital. Because the complex has grown bit by bit, it uses the site very inefficiently. However there is plenty of open space to start construction, allowing the progressive demolition of the old buildings and replacement with new facilities.
    The Hospital administration’s claim that it needs 60 acres for a sprawling facility is ridiculous. Of course, if you can simply ask and get whatever you want – “Dad buy me a Ferarri” – I think you might as well ask for the entire Experimental Farm (and big chunks of Tunney’s Pasture and the Greenbelt as well). Is there any reason for the federal government to offer any land to the Hospital?
