Sprung Structure Was ‘Politically Expedient’: BENN
A decision was made, early on, that Sprung Structures, both in concept and brand, was the preferred solution. Why?
Because someone latched on to it early and no one cared to argue about whether it would actually meet the needs of the actual users. Something that could have been learned in Organization Behaviour 200, or with far less than a decade of management experience. Meanwhile, staff knew that Ottawa City Council had willfully abandoned any concept of oversight of the file.
Any further investigation of alternative structural forms was solely for purposes of demonstrating that something approximating due diligence took place. Much like the standard operating procedure for community consultations.
Thereafter, staff focused solely on the most politically expedient location. Public resistance from the Alta Vista and Barrhaven councillors made locations in those communities politically difficult.
The Nepean Sportsplex site was an easy answer because the councillor for Knoxdale-Merivale ward Sean Devine wasn’t paying attention to the file. Something he readily acknowledged in his public statements.
