Osgoode Councillor George Darouze is running provincially in Carleton riding and is likely to win. Bulldog commentator Mke Patton says that means we need a civic by-election to replace him.

    As I recall, Darouze won the last municipal election by 200 votes. Wouldn’t it just be easier, and less costly for the city, to award the seat on council to the runner-up?

    Courtesy of Claude Bennett (same one who headed Mike Harris’ Transition Board that oversaw the amalgamation of the Region and local municipalities 25-ish years ago, but I digress!), who thought he should be able to stay on in his City of Ottawa position as an elected member of Board of Control after he was elected as an MPP., there is legislation that forbids anyone from sitting as both a municipal and a provincial politician. His integrity was such that he did not resign from Board of Control until after the provincial law was passed.

    So that option isn’t open to Mr Darouze.

    Mike,

    Could you give us some rationale for preferring a by-election as the way to go? As I understand it, the other option open to Council is for them to appoint someone to fill the seat as was done in the case of Cathy Curry who was appointed in 2021 to replace Jenna Sudds in Kanata North. A by-election would cost somewhere in the neighbourhood of half a million dollars whereas the appointment route has little, if any, cost.

    I do recognize that in the Kanata North situation, there was less than a year until the next election whereas, with Osgoode, we are looking at roughly a year and a half depending on when Darouze might resign.

    All of this is, of course, predicated on Darouze winning the election which is by no means a sure thing.
