AG Wants Traffic Camera Safety Info

Today, Auditor General Nathalie Gougeon tabled the Audit of the Automated Speed Enforcement and Red-Light Camera Programs and the Semi-Annual Report on Follow-up Procedures.

The Audit of the Automated Speed Enforcement and Red-Light Camera Programs highlighted that both programs have formalized processes and controls, incorporating several best practices, such as data driven camera placements. Although there was a Council direction in 2019 to allocate all revenues from net new red-light cameras installed after 2020 to Road Safety Action Plan initiatives, the audit noted that no revenue generated from red light cameras has been directed to the Road Safety Reserve Fund. The audit also identified areas for improvement such as the need for the City to better demonstrate how each program leads to improved road safety in the City. The report included four recommendations, all of which were accepted by management.

Mme Gougeon also tabled a Semi-Annual Report on Follow-up Procedures outlining the progress made by management in implementing previously issued recommendations. The report highlighted the number of recommendations that are currently overdue which are being closely monitored by her office until they are fully implemented

The lack of knowledge at city hall is galling. To run a successful project five simple steps are required – initiate the project, plan, execute, monitor, and close the project upon completion. Unless the traffic camera project remains open it must be viewed as a failure since it appears no one was monitoring the flow of revenues from fines to ensure they reached their intended destination.

howard, it is clear that the flow of revenues from fines reached their intended destination. That that destination wasn’t consistent with what council set (twice per Councillor Johnson) was of little concern to staff.
