Charter To Replace Amilcar At OC Transpo
The purpose of this memo is to inform you that Renée Amilcar, General Manager (GM) of Transit Services, will be leaving the City of Ottawa to pursue a new career opportunity outside the organization.
Her last day with the City will be July 18, 2025.
Renée has served the City with dedication and professionalism, leading the Transit Services team through a period of significant operational transformation, modernization and service improvement. Since joining the City in 2021, the Transit Services team, under Renée’s leadership, has significantly improved the reliability of O-Train Line 1, launched the expanded O Train Lines 2 and 4, and developed and implemented a five-year roadmap to establish a vision for OC Transpo with clear priorities and targets. On behalf of the senior leadership team, I want to extend our sincere thanks and appreciation to Renée for her contributions and wish her continued success in her future endeavours.
I recognize that ensuring strong, stable leadership during this time is of paramount importance— particularly as we continue to deliver safe, reliable transit service to residents while advancing major city-wide transformational projects. I am pleased to share that Troy Charter will serve an Interim GM of Transit Services to ensure seamless business continuity and to facilitate a smooth leadership transition before Renée’s departure in July. Troy brings a wealth of experience to the role most recently serving as Director of Transit Service and Rail Operations. An executive recruitment process for a permanent GM of Transit Services will be launched, and an update will be provided to Council.

Golly. Betcha after a “nation-wide executive search” the best candidate will be found already working for the City of Ottawa. Bets anyone?
And how much will that cost us?
Yippee! David. This is just like baseball, where the manager finally gets let go. Likely Renee was asked if she wanted to resign to save face, or be fired (like the Red Sox would do with a flailing skipper). Been There. The cost depends on the situation. If she is leaving of her own accord she will likely receive a pittance, if not she will receive financial benefits beyond our wildest imaginations just for doing a poor job. My guess is it was a combination of the two.
The New Way to Walk – I mean bus – has been launched, Amilcar is now jumping ship and has “developed and implemented a five-year roadmap to establish a vision…” Does this mean that transit will become worst in the coming years?
