Transpo Gets New Associate GM

The purpose of this memo is to inform the Mayor and Members of Council that Oliver Monahan has been selected as the Associate General Manager (AGM) of Transit Services, effective October 14, 2025.

As announced in late 2024, the City launched an executive recruitment search for an AGM of Transit Services to bring new expertise, skills and perspectives from other transit authorities to support the department during a period of significant transformation.

Oliver is a seasoned transit professional with more than 25 years of hands-on leadership experience in the field, including overseeing rail operations and projects, staffing, service planning, network control and fixed asset management.

Previously, Oliver held the role of Area Managing Director for Arriva, where he led the implementation of a unified plan to improve operational excellence for bus services. In addition, Oliver has held several leadership positions with Transport for London/London Underground, where he was instrumental in major transit initiatives, such as service delivery during the London Olympics and Paralympics and the introduction of NightTube—the 24-hour tube service on weekends.

Oliver’s strong background and proven track record of transforming transit operations, improving service performance, strengthening interest holder relations and delivering innovative solutions for multi-modal transit systems makes him well positioned to take on the AGM role.

Reporting directly to me, working alongside Troy Charter, Interim GM of Transit Services, Oliver will take on the AGM role for a two-year term and assume a variety of key responsibilities that are essential to the effective management and strategic planning of the City’s transit services.

The senior leadership team continues to invest significantly in succession planning to ensure both the short- and long-term success of the organization.
