Want To Protest? Fill Out A Form
It is so appropriate in bureaucratic and stuffy Ottawa that you must submet a form to hold a demonstration.
If you are going to overthrow the Ottawa municipal government, don’t forget to fill out a form beforehand. Maybe you need a licence or permit, too. Or you can only conduct a revolution between 8:30 a.m. and 4:30 p.m. during official office hours.
“I’m sorry sir but if you are about to capture Ottawa City Hall, please ensure you have the correct permit. And no swearing and open alcohol. You must conduct yourself with the proper deportment of an Ottawa revolutionary. And be home before the street lights come on. Have a nice day.”
One wonders if the Bolsheviks had to do this before they stormed the Winter Palace.

If you are organizing a protest, march or demonstration, you should consider filling out a new and improved notification form on ottawa.ca. The new and simplified notification form replaces the special event application when holding a demonstration or similar event on City property. The new process was approved by members of Council in conjunction with the review of special events by-laws that govern these types of activities. While notifying the City of planned marches or demonstrations is voluntary, providing us with advance notice helps you to:
- Receive guidance to ensure things run smoothly (routes, traffic impacts, etc.)
- Receive coordinated support services like road closures and signage
- Avoid conflicts between overlapping events or demonstrations
- Ensure enhanced public safety and mobility
- Understand potential by-law impacts

For a group planning a demonstration, it is doubtful that filling out a voluntary form would be high on the to do list. This is simply a bureaucratic procedure put in place to make council and the city feel useful and in control.
