When basic management fundamentals escape people in management positions, the Peter Principle is correct.

The theory states, effectively, that people rise to a position in an organization for which they are not qualified. This is an observation, not a condemnation. The only way one knows that the manager is not qualified for the role is to allow them to demonstrate their lack of suitability.
