For years, too many years, The Bulldog has been arguing that the City of Ottawa needs to get back to basics.

The city has been big on buying shiny new toys such as a huge bricks-and-mortar library which has been overtaken in utility by the internet even before the first shovel was put into the ground. Light-rail. Need we say more? Roads, a mess. And with the July 1 deluge, Ottawans have discovered the waste water system has been found wanting. Gridlock on most major thoroughfares. An electric bus system that gets its power from natural gas generators. A light-rail line that floods. Intensification in neighbourhoods without changing the pipes below the street.
