A Critical Hire For The City Of Ottawa
This is one of the most important hires the city will make.
The biggest problem this city faces is its troubled light-rail program and dysfunctional bus system.
Let’s hope the city spends some money to get a good person who can turn OC Transpo around. The people of this city deserve good transit. Odd that Ottawa City Council doesn’t think our laughable LRT system is important enough to give more attention.
Hiring a good leader who understands transit could go a long way to turning this deficit-running and faulty system around.

Subject / Objet Recruitment of General Manager, Transit Services
Date: July 14, 2025
The purpose of this memo is to inform you that the City has launched an executive search for a new General Manager (GM) of Transit Services, effective today.
The executive search for this position follows the announcement made on June 3, 2025, regarding Renée Amilcar, current GM of Transit Services, whose last day with the City of Ottawa is July 18, 2025. I would like to take this opportunity to thank and recognize Renée once again for her contributions and leadership during a period of significant operational transformation and modernization across OC Transpo.
The GM of Transit Services position is being advertised through executive search firm Keynote Search. The goal is to find an experienced leader with extensive public transit experience who will ensure the continued delivery of safe and reliable transit services to residents, while advancing major city-wide transformational transit projects.
As announced on June 3, 2025, Troy Charter will serve as the Interim GM of Transit Services during this period of transition. Troy has been working closely with Renée throughout the past month to ensure seamless business continuity of transit services and a smooth leadership transition.
The Mayor and Members of Council will be advised on the outcome of the recruitment process for the new GM of Transit Services once it is complete.
Should you have any questions, please do not hesitate to reach out to me directly. Sincerely,
Wendy Stephanson

Here is an interesting quote from the above:

I’m betting $kazillion that the new hire will be someone from city staff: “We did a national search and found the very best candidate for this job right here in Ottawa.”
“… continued delivery of safe and reliable transit services …”
The city’s spin doctor was working overtime on this one.
It’s nice to finally read a city memo that does not appear to have been pumped out by ChatGPT. The process of searching for and finding senior managers must go beyond asking a question or two then providing a list of parameters.
