A Critical Look At Gower’s Speed Camera Essay

 

Here is a brief analysis of the newsletter excerpt in the previous post from transit commission chairman Glen Gower:


  • “In Ottawa and other municipalities, the data shows that speed cameras significantly reduce vehicle speeds. Slower speeds = fewer collisions, and fewer serious or fatal injuries = safer streets for everyone.” In fact in Ottawa, we know that speed cameras result in slowing traffic but not that the slower speeds contribute to fewer accidents and injuries. The city is in the process of conducting a study on the correlation (or not) of speed to accidents with the Ottawa cameras.
  • Gower maintains that revenue from the speed cameras goes into the city’s Road Safety Action Plan, In fact initially, the road safety plan fund was topped up and the bulk of the money collected by the cameras and used elsewhere.
  • Gower’s newsletter excerpt says a survey commissioned by the City of Ottawa in August 2024 shows the public, for the most part, favours the cameras. In fact, the city has a long history of fashioning its surveys to get the answers it wants. Realistically after the results of the judicial inquiry into the light-rail project, safe to say the city cannot be trusted in what it says and does.

    Last year a similar sized city that has world class urban planning and transit, Helsinki. Had Zero traffic fatalities. It is the same size as Ottawa. Our traffic fatalities and serious accidents increased by over 20%.

    I replied to Gower’s comments in the previous post. With regards to surveys, one important factor to consider is who provided responses? For example, if the city is trying to decide whether to install a traffic light or roundabout at an intersection on Stagecoach Road (an extension of Albion Road) in Greely, responses from residents in Manotick provide little to no value.
