City Prepares To Replace Darouze

Further to City Council’s approval of Motion No. 2025-53-01 at the Special Council meeting on  March 5, the purpose of this Memorandum is to inform Members of City Council that today, March  14, 2025, George Darouze provided me with written notice of his resignation from the Office of  City Councillor for Ward 20 (Osgoode), effective end of day today, in accordance with Subsection  260(1) of the Municipal Act, 2001 (the Act).

Delegation of authority matters

Following George Darouze’s resignation, the below-noted delegations of authority will take effect on Saturday, March 15, 2025, following City Council’s approval of the above-noted motion, until a  new City Councillor is sworn in and takes Office:

• That concurrence and approval for Ward 20 (Osgoode) matters, as required, and the  provision of City Councillor comments on staff reports related to Ward 20 (Osgoode), be  provided by Councillor David Brown and Councillor Catherine Kitts.

• That the City Clerk and the Manager of Governance, Elected Officials, and Business  Support Services be delegated the interim authority to approve the payment of expenses  from the Ward 20 (Osgoode) Office Budget arising from routine matters, and to address  human resources matters relating to the Ward 20 (Osgoode) Office.

Next steps

As described in the above-noted motion, the next steps to address the Ward 20 (Osgoode) vacancy are as follows:

• City Council will be required to declare the Ward 20 (Osgoode) Office “vacant” at its next  meeting (being the regularly scheduled City Council meeting on March 26) in accordance  with Section 262 of the Act.

• My Office will report to City Council at the March 26 meeting to provide information related  to a by-election model in accordance with the Municipal Elections Act, 1996, further to  Motion No. 2025-53-01 approved at the Special City Council meeting of March 5.

• Within 60 days of declaring the seat vacant (no later than May 25), City Council must  appoint an eligible individual or pass a by-law requiring a by-election be held to fill the  vacancy.

To assist residents during the transition period, a dedicated ward20@ottawa.ca e-mail has been  created and the Ward 20 Office remains staffed to address day-to-day constituency needs.  Ottawa.ca will be updated accordingly.
