I would like to have cyclists buy licenses so we can report the cyclists that drive like morons…..like they own the road and just dare cars to hit them.
If I ran the circus I would OUTLAW BIKES ON ALL ROADS.
THEY SHOULD BE ON BIKE PATHS ONLY.

Are you prepared to pay for the installation of bike paths on every road in the city? That would, of course, include rural roads as well as those in the suburbs and the core area. It would also entail clearing and maintaining those bike paths whether or not they are used.
