    So a no vote was to keep the fine? or no punishment at all? I find it confusing what the negative outcome of the vote would have been.

    Some Councillors voted no here in order to support Councillor Brockington’s motion to reject the Integrity Commisioner’s recommendation in toto. A few voted no because they wanted to adopt the Integrity Commisioner’s recommendation in toto. The motion that carried was a compromise.
