SPRUNG STRUCTURES: Council, Staff Failed: BENN
Staff asked council for and received the authority to proceed with the temporary housing for asylum seekers file.
Staff set the criteria for what was acceptable and what wasn’t. The consequence was to exclude a wide array of potential solutions. Staff, by virtue of the criteria it set, decided that sole-source contracts were the only way to meet the standards it set.
Staff made an explicit decision to not keep council apprised of what were material changes in circumstances, notably the long trend in reducing numbers of applicants. Staff is the author of this misfortune enabled by a city council so inept that it cannot understand that while they can delegate authority, they can never delegate responsibility.
In short, staff asked for control, got it and then failed to deliver. Council created the conditions for failure by explicitly deciding to not oversee staff decisions on a timely basis.

One wonders how many other files this has been the case for. The Sprung structure situation may just have been a more visible fiasco.
