Sounds like Sutcliffe et al would like to upload the costs, while maintaining control of the cheque book. Reminds me of the mindless plots on many a made for TV movie.

Mr. Sutcliffe hasn’t been able to resolve the LRT issues as he promised he would during his campaign, so he is choosing to do the next best thing. Opt for plan B, and pass the buck. But with provisos so he comes out smelling like a rose.
