Maybe, just maybe, the ultimate objective of the protest form is to produce a new revenue stream for city hall. Politicians never have access to enough funding for all their hopes and dreams to improve our lives; i.e., Lansdowne 3.0, Tewin 2.0 and 3.0, LRT extensions to various valley towns, etc. etc. There could be a fee to submit said form because it will take more staff time, a fee if the form is not filled out correctly, a requirement to provide an estimate of the number of people who will participate in the demonstration and if the estimate is off, plus or minus 10%, there would be an additional fee. All to say, the combinations and permutations are endless!
