Standards versus expectations. Two different, but related measures.

Are my expectations for city staff and councillors too high? Perhaps. But my standards are not.

Standards should not be reduced to match performance. Performance should be increased to achieve the standard.

Standards form the basis for expectations. Ensure that the standards are achievable, but with some effort, not by simply going through the paces. Expectations should be set at a level that the standard can be achieved. Perhaps not by everyone all the time, but by most, most of the time.
