Sorry, this defies logic. Risk reduction is multi faceted. Speed is a contributor to elevated risk of an accident. It is one of many factors. Human behaviours like driver inattention, and driving under the influence of alcohol or drugs, driver fatigue, aggressive driving are all contributing to risk. As well other conditions such as weather, and slippery surfaces, and mechanical issues such as brakes or tires are factors which also contribute. The data in the reduction of deaths may not be available as it is relatively rare, but the reduction of risk has been documented by everyone that lives in a city or town. We now have more people in Ottawa than ever before so reduction of risk is required to prevent a death. Cameras do this.
If, as many commenters have noted, the original scope of the speed cameras project was to create a safer environment around schools, and these cameras are now being used for additional purposes, this is what we in the project management biz refer to as “scope creep” which, in general, leads to cost overruns. If the city of Ottawa can’t follow guidelines for a simple project is it surprising that half a billion dollar projects like Lansdowne 2.0 fail time after time?
