Mike Already been done with some departments moved to the Maritimes DVA for example which is why there were empty buildings on Wellington at 285 address.. This was supposedly to do what? in actuality exactly what you said. Improve job opportunities outside of Ottawa and incidentally get some votes!
The definition of excellence in public sector management changed in the 1990s.
It recognized the importance of managing for outcomes. Outcomes are changes in human quality of life. And those levels of aspiration can only be met by working with all the sectors that influence improved outcomes. The health department needs to work closely with the agriculture department to reduce animal based diseases from spreading to humans. (Zoonosis), Both need to work with boarder services and transport.
Just like high tech corporations need mutual support, they tend to cluster. So suggesting that departments should be split across the country does not make much sense if we want effective government. Goal creep never works well.
Rather the Feds and Provinces need to work together to invest in education and job skills…honed to local market needs with social, economic and environmental needs.
