I hate to rain on your parade but . . . . . A friend of mine worked on the city’s disaster recovery and continuity plan a decade or so ago. My question is was her plan put on a library shelf for future use if and when it was needed or has her plan been updated to deal with new issues that have arisen in the meantime (eg. covid) and could potentially impact the city in the future eg. a problem like the rains in Spain which are no longer falling mainly on the plain.
Any report is only as good as its implementation and the ensuing outcomes. It’s a great report but is it going to lead to any action? I’m sure there’s a whole wall of filing cabinets full of wonderful reports that have been presented to the City and then gone precisely nowhere. Vera Etches is doing a wonderful job as did Izra Levy before her but they ride their steeds up a very steep hill trying to make any changes to the City and its behaviour. It must be soul-killing work.
