They also need to have a full explanation ready about the steps they’ve taken on their own; what money was spent to date; what they got for that expenditure; what knowledge-based information (research, pilot projects, other scientific studies, etc,) they based their previous and current actions on. Nobody, whether city taxpayer or other level of government, wants to throw good money after bad so they need to mount a good defense of what they’ve done to date.
The approach of “Give us money because we say we need it” doesn’t and shouldn’t work.
