Is Election Survey A Solution In Search Of A Problem?

Long-time Bulldog reader and commenter Sisco Farraro wonders what is the issue to be addressed with a new municipal election survey:

Why should the citizens of Ottawa take the time to fill in a survey when we know the results will not be published? Why would we waste our valuable time?

1. What is the issue that needs to be addressed?

2. What is the goal of the survey?

3. What other solutions have been considered to address the issue?

4. Why have the other solutions been discarded?

I hate to sound like a broken record but a touchy-feely approach is not going to resolve the problems with the current city council.
