Damn, good point. I reported a dumped garbage bag which ended up being a good citizen who had cleaned up a park on his/her own. I actually got a call from city staff advising me they had opened the bag and investigated it and there are no problems with people cleaning up parks and leaving bags by garbage receptacles. I was surprised they would investigate each bag of garbage that was dumped to find the culprit. I was also impressed that there are so many awesome people out there trying to make the community better on their own
C. I love workarounds. The workaround for people who want to dump their garbage somewhere other than at the end of their laneway is to ensure the garbage in the bag contains no incriminating evidence, like mail or magazines with their name and/or address on them. They should also wear a pair of latex gloves when handling the bag they’ll be “dumping” so they don’t leave any fingerprints. Don’t tell anyone, this is between you and me.
