Would it be because the prevalent demographic is male, you might want to investigate that. When I was volunteering on the streets of Ottawa at night that was my observation and yet the women’s shelters seem to be running smoothly economic wise.

The choices someone makes are a reflection of their priorities.

Are snow free bike lanes to meet the demands of 10’s of cyclists per winter day a higher priority to council than addressing the city’s statutory/regulatory and quite frankly humanitarian requirements that benefit 1,000’s of our most desperate individuals per day?

As council awaits staff’s draft budget they may want to compare their personal priorities to their statutory priorities. If for no other reason than to improve the quality of their decision making.
