    When Sutcliffe is looking around to find supporters, he has to remember that there are those around the Council table who may have their own mayoralty ambitions. Those individuals will be looking to distinguish themselves from him and his failing agenda well before the 2026 election. He will discover, particularly when he’s seen as weak, that the votes he could count on as being solidly in his column may not be there for him when he needs them.

    Many Ottawa residents will be looking to someone with experience on Council when Sutcliffe’s term is up. Twice since amalgamation, a mayor has been elected who had not been a member of a municipal council before running for mayor, Larry O’Brien being the other. Both he and Sutcliffe had steep learning curves before they were ready to step fully into the job and we no longer have the luxury in this city of accommodating that empty time. Sutcliffe will need to look not only over his shoulder to see potential challengers from outside but also around the Council Chamber.

    It’s becoming the case that other councillors don’t need him as badly as he needs them. That’s not a good place for any person to be in if they want to be seen as a leader.
