Both are unused and close to people and services to help them.
400 Cumberland also has the advantage of being downtown within easy reach of many of the services these people will need including immigration, social services, ESL/FSL classes and so on. This will save the City a fortune in transit vouchers they would have needed to get the refugees to and from the boonies so they could access those services. Not to mention saving them from spending hours every day riding the bus – time they can use in more fruitful endeavours.
