The city is beset with myriad financial problems. They are problems that staff and councillors have acknowledged publicly.

They have a nearly $11-billion shortfall in sources of funding for infrastructure. This shortfall did just appear overnight. It accumulated over a decade or more. A decade of not spending money on standard maintenance on a wide array of city buildings and other key infrastructure elements to the point where some of those buildings are going to have to be closed, permanently. A decade of ignoring the very concept of asset stewardship.
