Two issues:
1. Council should not ask permission for any document. They are responsible to oversee staff, and therefore direct staff to produce documents.
2. The situation is illegal. There should be an emergency council meeting with outside legal advice (city legal is who got us into this) and put a stop to this.

Illegal is for the judge to decide. Should be phrased another way.
