If governments truly want to make headway in addressing (because there is no solving – seriously folks there is an endless number of people who are facing the multitude of problems that lead to homelessness) the issues of homelessness, fund the faith-based and community-based organizations and then step back. No strings attached. Just provide regular operating reports.
