    “Excepted” is the wrong word. It overstates what was said in press conference.

    “No earlier than” or “we hope” is more the flavour of their statement.

    I know nothing about trains, other than the model versions that my grandfather and I played with when I was little, so forgive me if I interpret this wrong. Are we literally reinventing the wheel to get these things to work? What a complete disaster.

    Reads as if they think they have found a fix to the non existent problem. One of two choices. Boogie system unsuitable for the weight/track or track unsuitable for the present wheel system. Cheaper to redesign the boogies than to re-lay the track.
    Will this fix work for an extended period or is it another bandage?
