The city was faced, under the Mike Harris and then under Duncan McGinty to absorb many costs that were provincial. Now with these downloaded costs, we have been left with no cash and disastrous plans that the city keeps building with the developers. With the help of the last 4 or 5 Mayors, all we have is debt and obligations that can’t be met. So social housing is always going to be last place when the developers can act as they see fit.
