A great criticism of the City of Ottawa is its inability to fill senior posts.

In fact, fully one-third of the senior city manager are interim.

    That interim/acting situation also can be found lower down the totem pole. Many people who are ‘acting’ in a position. Not sure if that means they are a Hollywood imposter or not :)

    The City is totally disfunctional and it is hard to attract movers and shakers.

    It would be interesting to see how long people stay in an ‘acting’ position and what percentage of them move into the position permanently. I’d also like to see the frequency with which they bring in a head-hunting firm to do an external search only to hire internally and how often the ‘acting’ person is the eventual choice.

    Those are all very good points. I can’t imagine that good people would want to come anywhere near Ottawa City Hall. The municipal grapevine no doubt works very well across the country and I tremble about some of the things that have happened that we don’t know anything about.

    My guess is they stay on for 5 years, considering pensions are based on the best 5 years.
