They could have approved a zoning by-law to allow those lands to be used for obsolete LRT car repair and storage. And a pound for lost dogs, cats and zebras.
The question should not be whether a business must continue to operate, whether it is generating a profit or a loss. The question should be why the city decided to change the zoning of the land at issue, from recreational use to residential.
