So the good news, and God knows you get good news from Happy Town News, is that staff didn’t break the law.
I feel better already.
Let’s not set the ethical bar at city hall too high.
When the good news is that no one will be charged in the Jock River development controversy, you’re running a pretty sad shop.
And by the way, “the City deviated from its normal process” means in normal usage that the city lied.
Now the question is at planning department, what is normal practice?
Happy Town News might claim that lying is out of the norm, but if you read the provincial LRT inquiry report, you might think otherwise.

Isn’t the norm that you can lie unless the truth actually serves your purposes better?
The staff lie and manipulate. If you watch the staff on the Lansdowne 2.0 respond to yes or no questions by Councillors, they sometimes talk around the question and never answer. Here is an example when discussing the leaky roof that continues: QUESTION: Does the City have engineering reports about how to repair the leaky roof?
Sean Moore(staff) ANSWER: there have been repairs carried out over the past several years….OSEG carried out the repairs.
Is that not deceptive. A simple question. The real answer is “NO” the city did nothing to discover a solution. (the city trusted OSEG and never cared to actually set a standard to maintain its largest asset. OSEG wants leaks and deterioration to justify it getting the land to own, and new buildings built with taxpayer money!). Lying is now part of the culture.
Andrew, I take exception to your closing sentence, in particular the use of the word “now”. Lying has been a part of the culture down at city hall for at least a decade.
