The Vacant Unit Tax is implemented as a negative billing scheme. If you don’t do the declaration correctly and on time, you get fined or handed a draconian tax surcharge. I understand this sort of process isn’t legal in the marketing world, but it seems to be okay at Ottawa City Hall.

If the `powers that be`are allowed to get this sort of interference…next will be Do you live in a three bedroom house? and how many are there living there? Oh so you have a bedroom or two empty?
